Ok so I picked up a new eprom ecu from 1999gst tonight. Great guy! He pulled it from his running car today and even opened it up for me to look inside.
When I got home I plugged it in just for shits and gigs, not to see if it would start but to see if the fuel pump would turn on. NOTHING!!! FML.. At least I know that its not just the ecu. Next step I think is going to be replacing the stock relay under the radio. Mine is the little black plastic one.

Is your BAP bad? Try hooking/wiring it without the BAP and see what it does. You can fry a BAP easy if wires were hooked up or crossed wrong.

I found a fried main fuse. Swapped in a new one and pump works! Now I need to get my new ecu socketed

His ecu was fried. When you turn the key on the cel wasn't coming on and The ecu wasn't grounding the stock fuel pump relay. When I supplied a ground for the stock fuel pump relay the pumps would come on.

Yea thanks shawn. Plus when I opened up the ecu it was blown.

Ok that is good. I read before that the BAP is easy to fry if you cross wires wrong on them at all.
