The right to free speech is a right of the citizens of the USA. The state government is an entity, not a person. No one is saying you can't display the Confederate flag. The issue is whether the state government should be flying it. In reality, the government should follow the direction of the people. (even though that doesn't always happen) We have reached the point where enough of the people find it offensive, and it should be taken down.
I'll be the first one to agree that the fact that the Confederate flag has reached this kind of symbolism is kind of stupid. But it is what it is. I wish every person in America could go to school and get a great education and be full contributors to society. That would help race relations a lot. But that too, is just too much pie in the sky thinking.

If the states/governments see it as a part of their history in a positive way, not in the way it's been twisted to mean, they should fly it if they so choose. It hurts no one.

The Confederate States of America was, among other things, pro-slavery. The main issue that started the Civil War was slavery. To some people, the Confederate Flag represents slavery.
In a democracy such as ours, the government belongs to the people. A state government belongs to all the people in that state. If many black folks feel that the Confederate flag represents slavery, they might feel offended, even excluded and not recognized by their own government.
If you believe this a free speech issue, then it should be allowed to have any and all flags flown at a state capital that any group/person wants. Why should the gov't play favorites with symbols?
