10in/hg of vacuum is normal for those cams. Your idle is going to be poor with aftermarket cams and the vacuum will always be very low if your try to idle at the stock 750RPMs. You can try turning the idle RPM up to around 1000 if you want to try to hide some of the lumpy idle.
We can degree it, but we would probably need the car for a whole day and I can't say that it will change your idle much. It won't idle like stock with those cams.
