Silvia S15

So a good friend of mine (the same guy that had the Skyline R32 that was in the Sport Compact Car Street car challenge) ended up selling the R32, and imported a Silvia S15 from Japan. The car is fucking amazing. Pics to come later. Absolutly clean all around. The car was actually much smaller then i was thinking it would be. From normal pictures on the internet of silvia it looks much longer and wider. But in person it looks smaller then a 2g. It was beautiful.

There is one problem he is having and maybe you guys can help out.
No matter how he sets it it is running infinate boost. He replaced the turbo with a brand new GT28R turbo, and put on all of these other parts that were all brand new. He disconnected the wastegate flapper and wired it open so that he should only run little or no boost because the exhaust gases are pretty much bypassing the exhaust wheel. But he still gets infinate boost above 5k rpm. No idea how this could be but like i said it is a brand new turbo. Any ideas?
