If that's your goal get a 3S. You won't regret it at all.
The trick is to find one in good condition with not too many miles. To give you an idea. I sold mine with 140,000 miles for $5500 + $1500 for the Volk rims. The guy has dumped in over $5000 in mods and maintanence (shocks, tranny, clutch, exhaust, valve stem seals) trying to get it into "excellent" condition.

Also, why 96/97? They use two different spoilers those years. Ones a hoop and the others the flat, active areo spoiler. Do you have a preference?

No preference at all, 96/97 is due to the loan. I won't be able to go any older than that for a car. And a 98/99 with low miles in good shape is probably gonna be 20K + and that's more than we'd want to spend on a used car.

I've owned both, and I perfer the 3s.
They are very solid cars if well taken care of. When my car was nearly stock, it was low low 13's and I drove it everywhere for 30k+ miles.

If your looking for a 12 somthing, and a nice ride, I would take the 3/s. You should be able to get to that with basic bolt-ons. I hope you do not plan any rally cross events with a stealth/3000gt.

I am sure you would be very happy with either one. Timing belt job on the 3S is a whore, so try to find one that already has that done if you go with the 3S. With the dsm you can have friends help with any maintenance for probably the price of beer and pizza, the 3S will probably have to go into a shop. Both will hit 12's with very little work.

Whatever you do, think LONG and HARD before ever buying either model with an Auto unless you plan on making a lot of power to make up the overhead and can afford all the supporting tranny work and mods.
Right now, after all the crap I had with my Tsi Auto I'd take a Ford Feista if was a just a manual.......

They don't make the TT 3S in an Auto, so we are safe there. And we've done the AT DSM thing, 17 sec 1/4 miles where mroe than I could take. AT is for the DD.
