And to be honest, it's not quite as good as it appears anyways. The new car stores knew this was coming well in advance and jacked up their prices accordingly. I'm sure the brands going down the poopshoot(Chrysler, Pontiac and probably GM) are the best deals here. For example, I immediately ran over to Morrie's Nissan to look at a cheap Versa to drive for work. They have a base price of $9999. But after dealer prep, and other miscellaneous BS, the cheapest was almost $12k, no air, no radio and a stick. You want the far better looking hatchback with no options"? $15k. Thanks, I'll stick with my trusty STi that gets 21mpg all day long.

You can get a Versa for 10.7k (MSRP $9,990 + destination), just the sedan version. That is/was one car on my possible list. I like the hatchbacks better but they are more expensive.
This program is still a good deal and I don't see how the MSRP prices changed on any car in anticipation of the event. Sure it may limit dealer incentives on some makes but nobody jacked up the price. If you don't like it, have them order what you want. Hell it is a new car.
I am currently looking at:
honda civic
honda fit
versa (like the hatchback) but rather pay 2-3k for a honda
Yaris (prob 4 door)
I am pretty much looking for a base model to keep costs low. I do not need a new car but trading in a $800 pickup for $4500 off is a great deal. It will be hard getting rid of my honda insight (if I buy a new car). Not going to jump to make any purchase though. Prob going to get rid of a couple cars and look at a multiple trade (hopkins honda is accepting them involving an accord and/or honda insight with my clunker).
This is one hell of a deal for someone with a shitty car interested in a new one.
