You can find a 325i e36 or something similar for a cheap price. Doesn't have to be an M to build it up.

Yeah, but why even bother? He knows what he's going to be doing with the thing so why start low? Start high and go from there. The cost of parts to bring the lesser car up to where the better car starts is probably more than the difference in price from the 325i to the m3.
