I got pulled over for just that reason a week ago. Some jackass cop had pulled someone over on the side of the road. The person was leaving as I drove by. 1 minute later, the cop that pulled the other person over pulled me over for no front plate. I told him that my car never had a front plate on and that I haven't had time to do it since I just got new plates a month ago and am busy. He went to his car and came back with a $100 ticket.
