I wouldn't think a car is too low for the dyno. You jsut need ramps long enough, with a shallow inclination to get the car up there. I'd be more worried about the bumpers being high enough, so when the car sits inbetween the two rollers per axle, that the bumpers don't scrape anything, and there's enough room to actually strap the car down.
