Dowel pins are just for alignment when installing, if the cam gear bolts are properly torqued they are not needed to keep the cams in time. A snapped one could be a number of things including improper installation of the pin, improper installation of the cam gear on the camshaft, an incorrectly torqued cam gear bolt, or just a defective pin from the get-go. If a stock pins fails after 20 years though, that could just simple be fatigue.
