I was reading about the Cyclone mani and it is possible to manually adjust the runners. If you want them open permanently it can be done. I have heard a lot of negatives lately about the Cyclone but if you decide to use it, the runners can be opened without the use of an ECU.

The cyclones purpose is to add low-end without hurting the top end too much.So if you were to manually adjust or permanently open/close the valve, that would defeat the purpose of using this intake in the first place.
