I like how you are thinking but typically the larger vehicles are more expensive anyhow. From an enviornmental standpoint, taxes should go up with the age of the car as a new car has less of an impact than an older car. But at the same time, the people who drive older cars typically do as they cannot afford a newer car, thus aren't able to pay a higher tax (ability to pay from above).
I think that MN should allow hybrids to drive in the HOV lanes to encourage better fuel economy. It wouldn't cost the state much and would help encourage cleaner, more fuel efficient vehicles.
