Oil pump sproket hard to turn..

So my oil pump seized on me after doing my balance shaft delete. I took it apart and found out the stub that came with my kit seized into the housing. I installed it properly and made sure it had plenty of oil. I also primed the car for a long time before I started it.

So now I got a new oil pump/ front case that already had the BS's eliminated. So I swapped the oil pump over to mine but it seems like it's still really hard to turn. I assembled it all with ARP moly lube and even primed it by hand. I got it to turn pretty easily but once I bolted up the front case it was hard to turn again. Even after putting my impact on it and spinning it for awhile. I don't remember it ever being this hard to turn. The only other option I can think of is to put the rear balance shaft back on instead of the stub.

so basically I'm asking is it supposed to have some kind of resistance to it? Like to where it's pretty hard to turn the sprocket by hand? I know the lube will make it a little harder to turn. But I'm almost 100% it wasn't this hard before..
