Headlight issue

I've been having some weird electrical issues lately, and this is the only one that I can't explain or figure out. I'll start by saying I have a 1996 awd. The passenger low beam doesn't work, and the bulb is fine. The passenger low beam is fine, and both high beams work. I don't think it can be a fuse issue, because then I'd think both low or high beams would be out.

Anyway, it seems like the high beam has 12 V when it's off, then goes to 0 when lit, based on what I got from the driver side. It seemed like the high beam was doing the same thing on the passenger side, which is good and makes sense. Then I checked the bad low beam and it's always 0 V, so I checked the harness to the assembly, it's also 0 V, so I know the problem is before the assembly.

Any ideas?

Probably a corroded connection, or possibly a broken wire somewhere before the assembly. Possibly a bad ground, but that could potentially cause other things to not work.
