The fuel pressure regulator gauge jumps up and down from 0 to 30 and when i let off on the key it drops back down to 0. Im pretty sure that it should stay pressurized after i let off on the key. Any one have any answers to my questions?

I don't feel like typing much, so I'll give a half assed answer.
It sounds like you have a fuel pressure issue.
Honestly, I would check your fuel pump, mpi relay, and if it isn't a fuel related issue, the ignition transistor can cause a slow start issue.
