That doesn't surprise me at all. The LMHOSTS file is read into RAM at each startup so changes should not be seen unless a reboot occurs. XP is much better about not requiring reboots for most network changes as the older winblows boxes did, but they still have a long way to go. Unix treats the host file a little bit differently. Individual applications will check it when they are started so it isn't dependant on the whole box being restarted. If I make a change to mine, all I need to do is close and reopen my browser or whatever network app I am in and it sees the changes. Yea I know, I will shut up now, most of you are all stuck in windows land and I won't be changing that soon. At least you don't drive honduhs.
