Having an arsenal is what all country's do when trying to establish themselves again. Who doesn't have insane weapons in their aresenal? This world could end a thousands of times over with the explosives held by countries. The actual risk of one being launched is low. Fear is a tactic that's been used for all of history, and it will not stop. If we are in that situation, all bets are off anyway, as many countries could end the world if they wanted to. No need to worry about icbm's or nuc's in general imo.

True, but there is a difference depending on who has them. Iran keeps the "Death to America" out in the open, even after this "deal", so wouldn't it be reasonable that some crazy religious fanatics could launch them our way? It's not completely out of the possibility.
