Either the car is not a 90 or the speedometer has been swapped out. 90's went 5, 15, 25, 35, etc. 91-94 went 0, 10, 20, 30, etc.

the car is a 90 i have the tittle to prove it and y would i let this car go for 100 bucks? i have had offers on just the shell for 500 bucks cuz the have a beefy motor to drop in....

Yea, I can see the cas and the tb are 90' model years. That would mean the mileage is incorrect then?
