Why can't it be a draft just because it was emailed to some people? I have made a ton of procedures and formal documents, I always send them out in draft format to the parties involved to see if there is anything I should change.
Besides, why is it actually bad? He went AGAINST what the republicans wanted, you should be happy Tom!
