Rotors do go bad on their own. It is called wear.

On a DD you are "almost" always able to turn them, as long as they are in spec. If they are even near spec you are better off going to the parts house and buying some new blanks as well as some new pads if you dont want to sand them.

On a brake job rotors either need to be turned or replaced, end of question. If it sees light duty braking (ie. DD) just turn them. If it is your beloved DSM, replace them unless you just recently did and they just got rusty from the jackstands.
