The cops start bothering people as the weather gets warmer. Once late August roll around the harassement tapers off. Just don't do anything stupid and they won't have an excuse to stop you. I still remember hanging out at uni back in 1991 when wired wheels, low riders, hydralics and no ricers where in sight.
