Nice response over night. Well i know it's not the headlight vent. The headlight does have a vent but it's a tube.

It very well could be something for the cruise control actuator or the a/c heater core box. As a matter of fact it was laying almost directly below the cruise control area. I will check on my lunch break when i go home. I will post the result when i get it.
