I think you are supposed to slow to below 30mph. Tough to make a call in one of those quick situations, but making sure you see them is what is important. I would fight it on that precedent alone, and that you couldn't get slow enough in time.
I like this law, but ya, it can be kinda ghey sometimes. The fact that he wrote you down as a scooby kinda makes me think he was stereotyping you as some ricer flyby spaz-out kid when in fact you are well...oh wait.
