Unfortunately it's not only rally spectators. If they didn't have guard fences up at NASCAR events, there would fans all over the place. It's like they say, "A person is smart, people are irrational thoughtless human beings." It usually takes a crowd to get someone hurt.
As far as not getting killed, think about the officer that got hit AND run over by the out of control truck on 35E and lived with only minor injuries.
