Bov Operation?

So Im driving my car in blow thru mode (91 gsx) and I just redid it to that setup. At idle is there supposed to be slight airflow coming out of the BOV outlet? or only under boost. I have a new vacuum leak since I redid a couple things this past couple weeks. It used to read 18-19 at idel but now its like 17-18.

I havent put pull boost down yet but when it was hitting like 2-3 psi and let off the throttle the BOV didnt woosh as normal is just kinda made some fluttering noise. Is this because its cold or what?

I did have it beadblasted at work so I could paint it, and I sealed it all up , nothing got inside.
