Oh man that sucks :( Looked like a nice house otherwise!
It is true, new homes, unless made by a baller builder are just built like crap.
Yup, we looked at a house in Plymouth about a year ago and it was the same type of situation; built in the 90's but the windows were practically about to fall out from rot. Sometimes older homes are better b/c they've already stood the test of time!
