bad/new starter?

Tried a direct jump from selenoid to positive batter post, results, see symptom

Brand new starter, battery has about 800 CA, voltage is at 12.5, all wires to the starter show an average of .02 ohms resistance at the 2k setting, the starter shows a -.02 ohm resistance to the negative battery post
