well if the state was predicted to win for mccain, and lets say even 60ish percent of the 10% are for mccain, and the remaining counties are expected to follow, they usually do that
I think its problems like this that causes problems like they had the Gore Election (or kerry one i forget) where they called one the president, then came back and said no its the other one, wait no its bush again wait no.... etc
Im looking at the electoral map, and for KY there is a green check by mccains name with only 10% of the votes in. Why would they already give the electoral votes before more then 90%?
