re-wiring walbro - question about power and grounds

Ok, so im re-re-wiring my fuel pump since it decided to start blowing its fuse left and right. Here is what i have found. I tested the ohms from the red wire on the walbro pump, to the ground wire on the pump assembly, and i get continuity. I get the same thing when I connect the multimeter to the black wire on the pump (ground), and the power wire (black w/ white stripe) on the pump assembly.

So somewhere on the pump assembly or inside the pump, the power and ground are touching. Would this be what is popping the fuse? Any thoughts as to where its grounding out or is this normal (i dont know too much about electrical stuff).
