They kinda do this in a hybrid already. Everything is electric so you don't need the engine running to control your power steering, brakes, etc. And when you get to 15mph, the IC engine fires and off ya go, but you wouldn't need a separate motor to "spin up" the IC engine, that's why they have starters, which does that. And plus, a lot of companies are now implementing technology that makes the engines (with the exceptions of 4 cyls for now) run on half the cylinders under cerrtain condtions, so there's a pollution control. (new honda v6 and GM v8s in trucks and the corvette) Plus, wouldn't constantly shutting off and starting an engine be hell on it? I know the hybrids do this, but they run 1 liter engines, which aren't big and heavy enough to really have a lot of weight or mass to be taking that abuse. That's something else to think about.

I am glad the GOV does this, this type of funding is what creates the future. I believe they are making leaps and bounds with battery technology, once they get it things will be different. It will no longer be necessary to scrap an electrice car because the cost of a battery is not worth replacing!!! Just as long as forign investors and goverments stop inserting their intrests on progress!
More data.. I have heard the cost of replacing a battery is more expensive then scraping the car and making a new one. Does anyone know, "do they only lease battery cars or can you own them"?
And if water for gas is a crock, what is ethenol, like 3gallons of water for 1 gallon of gas. I guess we do have alot of salt water.

I believe they have been doing this for years, cadillac had a car a long time ago that shut cylinders off, it is a really good idea.
