Looking closer, it seems like it might be a rotary engine? if not, it's an in-line twin. Also, there's no chain on it, so obviously it doesn't drive. (at least not at the time the pics were taken)

Its not a riding bike, Not sure if there is a motor, but if you look there is no chain on the rear tire.
