well i can tell you what i do know. domestic guys love SCAT rods, i have no idea how well their mitsu models perform but i imagine they would suffice.

4g64s and stroked 4g63s do not have the same rod ratio (or angle as you call it) and that is due to the fact that the 4g64 has a taller deck than the 4g63 (6-7mm i believe) such a rod ratio should allow increased revs and decreased side loads, but i'm sure you read all about that

i think 2.3s are fine, people complain about the rod ratios and such but there are 383 V8s and the like out there that have much worse ratios and still run forever. the engine is not a revver, and for a street motor i think that is totally fine as i'd rather have a semi-usuable powerband in the first place.

notching the block is definetly something i would not attempt on my own, leave that to the machine shop.

also, someplace online sells an entire 2.3 kit including crank, rods, pistons, etc. for like $990. the crank is remanufactured though, and a lot of people have found them to be out of usable spec so if you do go that route check it out with a micrometer or just buy a new crank.
