). If it crackles and pops at all (which is completely up to officer discretion) it is by law illegal (which pretty much any aftermarket exhaust will do).

The "crackles and pops" is part of the muffler law, statute 169.69 but is only a part of the story.

The actual overall noise law for a greater than 2 wheel vehicle, under 10,000 lbs is defined by the Minnesota Pollution Control Agency. The MPCA statute 7030.1060 provides a nice chart for your reference:
