13 volts doesn't mean that the battery is good. if your amperage is low, it will not start the car. you can test the voltage while cranking. if the voltage drops alot, your battery is no good or your starter is no good. if your battery is more than 5 years old, replace it.
Do not put too much starting fluid. It can blow a hole in your pistons or blow your head gasket.
if the battery has gone completely dead a few times it will do that to you. or if its just bad. MOST places will replace them if u bring it in. with a warrenty of couse
