You should be able to touch up that spot as long as you blend it in and get a good color match. You may end up buffing the whole car though, the finish is going to be very different. It looks like it could use one anyway though.

I see the white marks that look like scraches in the picture but you can't see them in person.
Ok so I'm grinding down to bare metal, using some sort of rust inhibitor, filling the hole, prime, paint, clear and buff the crap out of it within reason. Does this black even have a clear coat?
