Actually, some beaches already have minimum suit covering size. For example, a girls suit, both top and bottom would have to be XX inches squared for her to wear it, and the requirement is high enough, that now bikini will fit the guidelines. Think it's getting more popular now...
If i were to run for office, i'd legalize marry jane,
and make clothing up to the person wearing them. As long as i don't see no one's junk that is.
