Clean it and if it still doesn't boost correctly than just buy a new Joe P or something. If that fails I would explore the wastegate spring idea, but I would doubt it would make you only be able to boost to 20psi once it settles. I could see if you were trying to go above 30psi or something.

I think on Shanes Eclipse we had to ad an extra wastegate spring when we were trying to get 32psi or more out of it. Until you hit that real I think your problem lies elsewhere.
