How does flywheel surface quality affect clutch engagement?

So, I had run a ACT sprung 6 puck in my car for about 3k, miles, and swapped it out got a street disk because I thought the Ceramic disk was excessively worn (It wasn't, I just forgot how thin it was NEW, and forgot that the ceramic does not wear like organic material does). Anyways, I installed the new disk and went on my way, never bothered to have my flywheel machined. I just pulled my clutch off about 5 minutes, to inspect it while the engine/tranny was out, and the flywheel surface is heavily blued and such, probably high and low spots as well. I bought the ACT XACT brand new, I just measured the step height at .620".

Does this poor surface really affect engangement and holding power? I assume if there is high and low spots, that yes, it would, because there is less surface area for the clutch to use.

Anyone want to elaborate?

Should I even bother getting my flywheel machined with my half used organic disk?
