having N00b problems.....

91 Tsi AWD 5speed

Car ran fine, oil filter spun off, had to rebuild the bottom end
compression after rebuild (65 100 70 65) (rings have not seated, engine has not run yet).
New temp sensor -- tried 2 known good ECUs -- ~40 PSi of fuel -- FIC 550cc's -- spark in all 4

The timing is correct! done it on at least 10 timing belt jobs!

While I crank the car, it tries to stutter to life, but fails

I completely disconnect the GM MAF, still stutters.

Any ideas? I have double checked pretty much everything? what else would cause a car not to start?
