Turbo Oil Return Line

Is the flange on the oil pan for the turbo oil return line below the oil level in the engine? Will I have to drain the engine oil to remove the return line from the pan?

It is partially when the engine isn't running. It's best to drain the oil first especially since you want the new gasket to be real clean and be able to put a light coat of rtv on both sides for good measure.
