^It is true. They're betting on the idea that sooner or later Detroit will have a turnaround, and the properties they bought for pennies will be worth thousands. Detroit is encouraging it because any owner willing to pay back-taxes and start getting things moving in the right direction is better than no owner and abandoned properties sitting there rotting and crumbling. It's a sad state of affairs Detroit is in; it's also an excellent reminder as to how liberal politics and unions can cripple a once thriving and prosperous city.
