Normally you don't have the factory BCS in the loop after doing a different turbo, different wastegate or MBC. You can't get lower boost than going right from the turbo compressor housing to the wastegate. That is the most direct route, giving the wastegate the most amount of boost the quickest. The most boost the wastegate sees(make it open earlier), the less boost the turbo makes.

The BCS, when activated, bleeds off boost on the way to the wastegate, which makes it run higher boost. On the 2Gs, we used to remove the restrictor in the outlet of the BCS to make it bleed off even more boost and you would sometimes see 19+ psi with no boost controller.

With an MBC or EBC installed, you can't go lower boost than just have a simple vacuum line hooked up.
