Contact Paypal and get your money back on the first payment. If you used a credit card to make the Paypal payment contact your CC company too.

If you do get your money back from the first transaction I wouldn't even think about sending him the money again. I had a change of address and email and Paypal doesn't give you any trouble at all....its a 3 minute process online.
