The AFC does some learning of what it thinks 0% and 100% are. It is a universal device and even though most TPS sensors use a 0-5V sensor, not all use exactly the part of the range, so it learns a little bit as to what it thinks 0% and 100% are on your car. The 100% part it gets pretty quick, but some times you will see it pull up some values when you are at 0% throttle. To be sure though, you could check your TPS sensor's adjustment.
