Anyone ever think to question wether he has the e brake up? or if the ebrake is maybe stuck in the up position??? its called the K.I.S.S solution.
Other then that, i think you are on the right track with looking at the flamidation valve.

I wonder if the conquest has a flamidation valve? That damn thing hasn't ran right for years! Jeeze!

Quite possibly, there was a service bulletin issued for Conquests & Starions back in '91 for flamidation valve issues.
