My ECU makes a buzzing noise everytime I start the car. Is the ECU bad or do I have a ground problem?

What year car are you talking about? Does the car run fine? If you want help, more information makes it a lot easier to get you an answer. Just saying you have a buzzing noise is pretty vague.

95 Talon TSi, runs ok but should have more power than it does, I think it's running a little rich most of the time, and it has a studdering problem when at full throttle.
