^ ^ You make some good points. I would argue though that because it could affect middle class whites it could never become law as it wouldn't be politically viable on either side. The law would inevitably cause some white middle class families to lose their children due to a spouses jailing, death, impairment, or other issue that was out of their control.
The laws are already in place. It already happens to whites as well as blacks, middle and lower class. If you see something happening with a child on your street that you believe is related to abuse or lack of parental care all it takes is one phone call to child protective services. They will investigate it and take appropriate action as needed. In some cases I'm sure that leads to the child being removed from the home and placed in foster care.
