I know this is totally out of the question, but Apple's Macbook Pro is probably the nicest laptop on the market. Backlit keys w/ autodimmer, multi-touch trackpad, 15" or 17" widescreen, 250gb hdd, like 8Gb of ram or something silly, and they are just damn solid.
See if you can find some higher-end Compaq or IBMs that fit your requirements.
I actually love the look and some of the features of Apple, but Apple sucks. Just waiting for the PC industry to get off their asses and make something that looks good and works.
Would?

No Dell or Acer laptops, for biz use they do not stack up. IBM or Compaq are the way to go IMHO, look at video card if its basic onboard setup or a nvidia add-on card w/ more horsepower and its own memory. Look at the various trackpad features, etc.

8 GB of RAM is completely pointless, 2 GB and running vista is practical.
I do like the look of the Macbook though, for some odd reason.

2gb for XP is all that you should run, but for vista it can and will use more. Honestly 4 gb should be the minimum specs for Vista being that its such a fucking memory hog.

Dude that is like saying 400whp in your car is too much, since most cars have like 100whp. Some people will use this much memory with ease. I have a user here with 4Gb of RAM on vista that uses his machine for java development, and 4Gb is 'just enough' for what he's doing.
And you like it because they are awesome. I've had one for almost 2 years, and would not give it up for anything, except maybe a newer one.

My hatrid for Mac is pure jealousy. I will be the first to admit it. I love the look and technology of their laptops, if they made one that was purely designed for Windows, i would pick it up in a second. But in a business envoirnment with servers soon to be running Windows Longhorn server 2008, (release date coming very soon), Going to Mac would be a bad decision.
If you got a PC manufacturer to build laptops with sleek lines and really thin, that manufacturer would dominate the industry.

But buying 8 GB of RAM for 21 computers is just foolish. Most users will never use Vista to its full capabilities in an office setting so having 2 GB is sufficient. Java development people may use a lot, but an average office worker won't be needing anything over 2.

XPS 1530 if it was a PC
Macbook Pro if it was Mac
Latitude e-series when they come out for enterprise. We have all dell laptops at work and they do the job just fine, especially for being years old already.
