if you hitting that much boost could it be that the boost controller was hooked up backwards?
They ran a line straight from the intake mani to the wastegate actuator, made no difference.

think it could be that the acuator is stuck?

They swapped another complete 16g on it with the bigger flapper mod and it still creeps.

1) What are your afc settings?
2) Try to switch with someone with an external dumped 02 housing, see if that solves the creep?
