New Error Code?!?!

On the way home from the cookout today my car threw a check engine. I used the handy datalogger to check it out. The code P1103. Never got that one yet. In the chilton it say it means Wastgate Actuator Malfunction. WTF! One question I want to know is how it knows that. Also How I can fix it. Its a 1998 Eclipse Spyder GST, 6bolt swap, ported 14B, stock injectors. I dont know what other info would be needed.

mine throws a 1400 which is undefined in pocketlogger

Im gonna try a new waste gate Actuator. But how does the car know that its bad?

maybe it just says that cause its seeing too much airflow? I'm not a 2G buff, so I don't know, but somthing for the know it alls to answer maybe?

All I have for vacuum lines is WG to Intake T'd off to the BOV. Then the 2 from the valve cover to a catch can.
